03. Does the existing Simms Street need to be closed at the same time the new alignment is being built?

A large portion of the new Simms Street alignment is nearly complete. However, there are a significant amount of utilities that must be installed within the footprint of the existing roadway after grading has been completed (lowering the road approximately 20 feet in areas). These utilities must be installed, connected, and operational prior to removing the old utilities and completing the new roadway.
