State to Move Jefferson County to Level Red "Severe Risk"
Effective Friday, November 20, 2020 at 5 p.m. the Colorado Department of Public Health and Environment (CDPHE) will move several Denver Metro counties, including Jefferson County, to “Level Red – Severe Risk” in the COVID-19 Dial Framework. The COVID-19 Dial Framework has also been modified to include several key updates based on the best available evidence for slowing transmission of the virus. “This virus is worse than it’s ever been in Jefferson County and across our region. No one wants to resort to more restrictions, but frankly we are running out of options,” said Dr. Margaret Huffman, Director of Community Health Services at JCPH. “We are hopeful that by taking these steps as a region, we will begin to see some progress in the next few weeks.” Cases of COVID-19, hospitalizations and the County’s testing positivity rate have all continued to increase sharply. In the past two weeks, there have been 4,969 total cases of the virus in Jefferson County, or 852.2 per 100,000 residents (for the two-week period going from November 2-15, 2020). Over this same time period, hospitalizations due to COVID-19 have also increased across the region by more than 58 percent, which causes exacerbated staffing difficulties. Additionally, Jefferson County’s two-week average test positivity rate is 11.9 percent. Some key changes for the county under the state’s updated Level Red requirements include:- Personal gatherings with people outside of your household are prohibited.
- Indoor dining at restaurants is prohibited; use takeout, curbside or delivery options instead. Outdoor dining is permitted with those in your household.
- Last call is at 8 p.m.
- Gyms are limited to 10% capacity, or 10 people indoors per room, or outdoors in groups less than 10. Reservations are required.
- Indoor events are closed.
- Outdoor events are permitted at 25% capacity, not to exceed 75 people. You may only attend with members of your own household and you must maintain at least 6 feet from non-household members at all times.
- Both critical and non-critical retail are limited to 50% capacity and should increase their curbside pick-up and delivery services.
- People who are at higher risk for getting COVID-19 or experiencing severe illness must stay at home.
- At this time, JCPH’s PHO 20-009 remains in effect. We are reviewing the order for any changes needed based on this new information.
“As a community, in order to get back to normal, we have to first dig deep and do what we need to do to get the virus under control. That means Thanksgiving will need to look a bit different for families this year,” Huffman said. “In addition to only celebrating the holiday with those who live with you, we need everyone to stay at home more, wear a mask whenever you’re in public, always keep 6 ft. distance and practicing good hygiene.” For more information about CDPHE’s Dial Framework, including guidance for the community and businesses under Level Red, visit https://covid19.colorado.gov/data/covid-19-dial. CARES Act Comprehensive Nonprofit Stability Award
In support of our Nonprofit community, Jefferson County Government is offering a new grant opportunity for Nonprofit organizations serving Jefferson County.
The CARES Act Comprehensive Nonprofit Stability Award program has $1 million dollars reserved for the program. Applications can be submitted through Friday, Nov. 20, 2020 at 6:00 p.m.
We recognize this is an extremely limited time, but it is necessary to complete the award process by December 30, 2020 in compliance with federal law.

COVID-19 Lakewood Business Relief and Recovery Grant Program - EXTENDED TO NOVEMBER 20th
The City of Lakewood has created a recovery grant program to provide financial assistance to qualifying small businesses that have been directly affected by the COVID-19 pandemic. The program will disperse over $3,000,000 in total grant awards.
Round 3 grant awards will be weighted against the below rubric. Grants will be awarded in amounts up to $30,000. Grant amounts will be calculated by the businesses' lost revenues in July and August 2020. Applicants that received a grant in Round 1 or Round 2 are not eligible to receive a grant in Round 3. Eligible Business CriteriaA business may apply for the grant program if they meet the following: - The business has a physical Lakewood address where it primarily conducts business.
- If awarded a grant, the business affirms that they intend the business to be solvent and in operation for at least 90 days from the date of grant award.
- No post office box, private mail box at a mailing service center/store, or a virtual mailbox will be accepted as a physical address.
- The business is located within the City of Lakewood’s non-residential zone districts.
- The business has an active Lakewood business sales tax and/or use tax license.
- The business is registered and in good standing with the Colorado Secretary of State and their register agent must be a resident of Colorado. Non-Colorado businesses are ineligible.
- The business is in good standing with any City permits, licenses, fees and taxes as of March 1, 2020.
- The business has been in operation on or before January 1st, 2019 for large qualifying grants.
- Able to provide proof of ongoing business operations between August 1- September 30, 2020.
- The business does not have more than 100 employees; this could be Full Time Employees (FTE) or full-time equivalents as of February 29th, 2020. (For purposes of estimating FTEs (full time employees), the FTE count shall be based only on the specific location applying for the program.) Business has between 25-100 full-time or full-time equivalent positions.
- The business has been forced to temporarily close or forced to dramatically limit operations due to the Public Health Orders related to the COVID-19 public health crisis and resulted in lost revenue.
- Businesses with more than one physical location in the City of Lakewood may apply for the program for one location only.
- Corporately-owned national chains may not apply for the program; however, locally owned franchise owners/operators are allowed to apply.
Exclusions: - Non-profit 501(c)3 organizations, marijuana businesses, home-based businesses, residential living facilities, government organizations and political organizations.
- City of Lakewood elected officials, employees, their spouses and immediate families are not eligible to receive these funds.

Monarch Casino new expansion open to the public The new expansion consists of additional casino space, three new restaurants, convention space, and over 500 added hotel rooms and suites. Black Hawk issued a temporary certificate of occupancy for floors 1-13. The expansion spurred the company to start hiring for around 250 openings including those in their finance and marketing departments. According to Erica Ferris, Director of Marketing for Monarch Casino, hiring is still a challenge and there are plenty of open positions. In regards to the changing landscape of the pandemic; Erica Ferris said: “There’s a lot of things that we're concerned about right now. I think we have decided to focus on doing the best that we can and to make sure that we’re following more than we’re being asked to do,” Ferris said. “I don’t think 2020 has been easy for anybody but we’re doing the best we can. Personal Protective Equipment Program for Small and Micro Businesses and Nonprofits
Jefferson County, the Arvada Chamber, West Metro Chamber, Golden Chamber, and Evergreen Chamber are supporting small businesses of 25 employees or less and nonprofits that have been negatively impacted by the COVID-19 pandemic by distributing Personal Protective Equipment (PPE) free of charge to those that qualify.
