[ARCHIVED] Jefferson County Finishes First ARPA-Funded Road and Bridge Project

Jefferson County's Transportation & Engineering Department recently completed its first project funded by the American Rescue Plan Act (ARPA). Specifically, the Drew Hill Road Culvert Project—over Ralston Creek, some four miles northeast of Golden Gate Canyon Road—was completed May 12, 2023. The original contract bid amount from the winning contractor, American West Construction, was $437,424 and the final amount paid was $401,625.  

During routine inspections by the County, it was determined that a corrugated metal pipe culvert on Drew Hill Road had deteriorated to a point that failure was imminent if no corrective action was taken quickly. In addition, the road began to fail (aided by heavy rainfall), and the county had to close half the roadway and install steel plates to ensure residents’ safety.  

“The swift work of our Jeffco Team and lead contractor literally saved this road and bridge’s collapse into a creek, and potentially saved severe structural damage and possible harm to residents and visitors who use this area every day,“ said Abel Montoya, Development & Transportation Director.  

The two-month project included: replacing the existing metal pipe with a reinforced concrete box culvert which will have an estimated lifespan of many decades, and Redi-Rock wingwalls that increase the safety of the road’s shoulders. The project also included installing riprap (loose stone foundation) areas on the upstream and downstream sides for erosion protection.  

Drew Hill Road provides daily access to residents, and for thousands of visitors to open space areas and parks such as Golden Gate Canyon State Park, annually.    

What is ARPA, and How Does it Impact Jefferson County?  

After ARPA was signed into federal law March 2021, Jefferson County was awarded $113 million in total ARPA funding relief. Those resources are being used around the County for various projects and programs, such as this culvert project, the food grant program, upgraded equipment for many County offices and departments, and many others.
