Project Background:
Link to see S. Kipling Parkway (S. Jellison Circle to W. Belleview Avenue) on a mapIn 2018, a traffic study was conducted on the S. Kipling Parkway corridor. This study was completed to identify improvements that would provide safer travel, upgrade facilities for pedestrians and bicyclists, and meet traffic demands expected within the next 20 to 30 years.

The results of the study identified expanding S. Kipling Parkway to six through lanes from US-285 to Coal Mine Avenue. To accomplish this, existing right turn lanes will be restriped to right-through lanes. To address pedestrian and bicyclist travel along the corridor, it was identified that the east sidewalk should be widened to eight feet and missing segments be completed.

The study developed three phases of implementation. This S. Kipling Parkway sidewalk improvements and restriping was identified in Phase 1 of the study. Phase 1 consists of restriping right turn lanes from Progress Avenue to Coal Mine Avenue and the associated pedestrian improvements.  

Project Scope:

To improve pedestrian connectivity along S. Kipling Parkway, Jefferson County will replace the eastern existing five-foot sidewalk from S. Jellison Circle to S. Jellison Street with an eight-foot, shared-use path. This will connect with the existing shared-use path south and north of the project area. The project will include upgraded curb ramps at W. Alamo Place, W. Montgomery Avenue, S. Jellison Street, and Progress Avenue.

Construction:
Construction is almost completed with a few minor items to be finished over the next month.
