  • In 2019, Jefferson County installed a marked crosswalk at the intersection of W. Glasgow Avenue and S. Nelson Street, leading to Eagle Meadows Park and a path to Ute Meadows Elementary School from the south. This crosswalk was an all-way stop.

  • The county observed that drivers were not complying with the stop sign, endangering students and other pedestrians. 

  • The county’s analysis indicates that it was likely because the stop signs did not meet the MUTCD (Manual on Uniform Traffic Control Devices) warrant threshold for an all-way stop. Stop signs which are not warranted tend to have low compliance rates. Additionally, these stop signs may provide a false sense of security for pedestrians expecting drivers to comply.  

  • Jefferson County replaced these stop signs with School Crosswalk signs. School Crosswalk signs will inform drivers what type of traffic to expect, and of pedestrian right-of-way, without unwarranted stop signs which may be ignored if there isn't other vehicular traffic present.  It is expected that the School Crosswalk signs will have better compliance than the existing stop signs, thereby improving the safety of the students / pedestrians.
