Purpose & Need:
A 10 year flash flood event occurred on Massey Draw on June 27, 2004. As water flowed through Massey Draw in the Deer Creek Golf Course, water went north and south of West Rockland Drive, resulting in the flooding of several homes. Subsequently, a Flood Hazard Area Delineation (FHAD) Study was completed in 2005 and identified nine homes as being in the 100 year floodplain.
Project Scope:
This project will provide drainageway improvements to convey 100 year storm flows away from homes
- Improvements will include channelization and piping to divert flows away from residences.
- Modifying this drainageway can produce potential impacts to wetlands in the area.
- Major wetlands modifications require an individual 404 permit from the U S Army Corps of Engineers (USCOE).
- To obtain a 404 permit, preliminary design and wetlands mitigation plans must be approved by the USCOE.
- Prior to start of construction a Conditional Letter of Map Revision (CLOMR) must also be obtained from the Federal Emergency Management Agency (FEMA).
- Upon completion of construction of this project, a Letter of Map Revision (LOMR) will be submitted to FEMA to remove those residences currently in the FEMA 100 year floodplain from the floodplain.
Project Update:
- ICON Engineering was selected in December 2014 to analyze the floodplain and design project improvements to remove residences from the 100 year floodplain.
- ICON Engineering started the design process by collecting data, obtaining geotechnical information, and meeting with the Deer Creek Golf Course owner and evaluating flooding under existing conditions for the 2004 flood and a potential 100 year flood.
- ICON Engineering prepared several conceptual design alternatives.
- The most promising alternative was reviewed with the Golf Course Owner and with the stakeholders. The 404 Permit submitted to the USCOE has been approved.
- A CLOMR was approved by FEMA.
- Final construction plans and specifications were completed in August 2016.
- Construction began in October 2016.
- Major construction will be complete by the end of May 2017.
- Landscape restoration is scheduled to be completed in June 2017.
