Purpose & Need:
In its current configuration, Beers Sisters Lake Reservoir (also known as Blue Heron Park) operates as a regional detention and water storage facility. The dam was constructed in 1966, has a dam height of 21 feet and is 750 feet in length. The State Engineer’s Office inspected the dam in 2007 and at that time considered this dam a “significant hazard”. The dam requires improvements which have been outlined in the Dutch Creek, Raccoon Creek, Lilley Gulch and Three Lakes Tributary Major Drainageway Master Plans. The stormwater detention provided by this reservoir significantly reduces the floodplain of the 100 year flood event and protects Jefferson County Citizens adjacent to Raccoon Creek from flooding during major storm events.
Project Scope:
This project will provide improvements to the existing dam to bring it up to the standards of the State Engineer’s Office. These improvements will include:
- Drawing down the reservoir and breaching a section of the dam to install a new minor flow outlet structure and pipe
- Installing a riprap lined overflow channel to safely convey the major storm flows from the reservoir into the downstream
- channel of Raccoon Creek
- Regrading the upstream dam face and installing riprap protection from wave action
- Installing a toe drain at the downstream toe of the dam
Progress Update:
ICON Engineering was selected in December of 2014 to analyze the flows into and out of this reservoir and to provide a Study for the State Engineer’s Office to accurately define the flood hazard classification for this dam. In July of 2015 ICON Engineering was selected to prepare several preliminary design options to upgrade this dam to meet the State Engineer’s standards. In April of 2016 ICON Engineering’s contract was amended to request that their firm provide final construction plans and specifications for the desired improvements.
