Public Participation in the Budget Process
Now that the commissioners have been presented with the Proposed Budget, it’s now time for the community to weigh in. There are two key dates to know:
- Tuesday, October 18 – Proposed Budget public hearing
- Tuesday, November 15- Proposed Budget presented at public hearing for final adoption
Members of the community are encouraged to attend in person or virtually and provide their public comment at both of those hearings. As those meeting dates get closer, find all the details on the meetings and how to attend on the County Public Meetings web page.
About Us
The finance center provides information from the accounting, budget and purchasing divisions of Jefferson County. These divisions provide financial management and analytical support to the Jefferson County elected officials, management and departments as well as financial reporting and the county’s financial activities. You will also find information here on the county contracts, bid and proposal opportunities and the Jefferson County Audit Committee.
In a modern technological landscape, you should have financial data at your fingertips in the form of charts, graphs and spreadsheets. That is why Jefferson County has engaged with OpenGov to assist with providing the public an interactive way to learn more about the county’s finances. This resource is a part of Jefferson County’s ongoing effort to enhance transparency and public engagement in county government. Adopted Budgets
The county budget is organized by fund. Each one has a specific purpose and, in some instances, a restriction on how the money in the funds may be used.

Proposed Budget
The proposed base budget represents months of work by county staff and management, but is not the final budget. The Board of County Commissioners, the County Manager and Budget staff will meet in the coming weeks and months to build the adopted budget.

Bid & Proposal Opportunities
Rocky Mountain E-Purchasing System allows local agencies throughout the region to more effectively notify vendors about bidding opportunities, while increasing efficiency and lowering costs for member agencies (and taxpayers) through shared resources.

Carryout Bag Fee
In 2021, the Colorado General Assembly enacted House Bill 21-1162. Beginning January 1, 2024, the act prohibits stores and retail food establishments from providing single-use plastic carryout bags to customers. Certain retail food establishments, and small stores that operate solely in Colorado and have three or fewer locations, may provide single-use plastic carryout bags.

Financial Realities for Jefferson County
The quality services the county provides to residents and local businesses come at a cost. Taxpayer dollars allow the county to deliver vital services but continued increasing demand for services has created a significant financial challenge.

Financial Reports
Access financial information of the auditors’ opinion, management’s discussion and analysis, the basic financial statements and the combining statements and schedules. Also included is the fiscal, economic and demographic statistical information about the county.

Funding Requests
Jefferson County collaborates with non-profit or government organizations annually. During the annual budget development process organizations may submit funding requests for the next calendar year to the county.

FAQs on TABOR Reduction
Jefferson County is limited as to the amount of revenue it can collect and retain each year based on Article X, Section 20 of the Colorado Constitution (TABOR). The law requires that the amount over collected be given back to the tax payers the following year after over collection. The most effective and least costly way to give back the over collected amount is in the form of a mill levy reduction.
