Mass Appraisal Valuation Explanation
There are multiple ways that an appraiser can value your property.

Economic Areas & Neighborhoods
Property types are generally self-explanatory, but economic/market areas and neighborhoods, when used for mass appraisal valuation, are not always clear. An economic/market area is a grouping of neighborhoods that have similar economic/market forces or geographic location.

Fee Appraisal Method
When a fee appraiser values property for financing or other purposes, property owners receive an appraisal consisting of three sales that indicate the market value.

Market-Adjusted Cost Approach Method
Market-Adjusted cost approach is the premise that a certain quality of property has a base value of X dollars per square foot, with added factors for every additional amenity.

Mass Appraisal Method
The reappraisal of property in Jefferson County is for all parcels as they exist on January 1. Using the same methodology as a fee appraiser for every parcel in the county is a daunting task and isn't possible.

Value & Accuracy Tests
To ensure market-level values within economic areas, the sale prices are compared to actual values. The acceptable market level, as established by the state, is an actual value within 5 percent, plus or minus, of a sale price.
