Employer Talent Development Program
**Jefferson County Business & Workforce ETDP Applications are now open**
What is it?
Employer Talent Development Program grant funds are available for local businesses & non-profit organizations in Jefferson, Clear Creek, and Gilpin Counties. Funded by the Workforce Innovation & Opportunity Act and awarded through Jefferson County Business & Workforce Center, these grants are intended to enable organizations to provide training to avert potential layoffs or upskill current staff to help them advance in their careers. Approximately $300,000 in Employer Talent Development Grants funds will be available to support this initiative.
Why Apply?
The Employer Talent Development Program allows current employees of participating employers to acquire new skills enabling them to move into higher-skilled and higher-paid positions within a company. This can create additional opportunities for a company to back-fill participating employees pre-training positions. This grant opportunity can also be a powerful tool to help an employer avert layoffs by connecting at risk employees with training that enables them to move into growing opportunities within an organization.
How does it work?
The Employer Talent Development Program (ETDP) is focused on staff training that increases the competitiveness of the employee and the employer. Employers are able to choose the training that will best meet the needs of their company and employees. Once the training has been completed and validated, Jefferson County Business & Workforce will reimburse the approved costs.
Employer reimbursement rate for approved training costs:
- 90% of the cost for a company with 50 or fewer employees
- 75% of the cost for a company with 51-100 employees
- 50% of the cost for a company with more than 100 employees

Next Steps
- Attend a virtual information session
- Meet with a ETDP team member to discuss grant eligibility and your proposed training plan
- Submit ETDP Application by October 13, 2023
- Grant Applications will be approved by November 1, 2023
- Training participant must register with Jefferson County BWC prior to start of approved training
- Approved trainings may start beginning January 1, 2024
- Trainings must be completed by May 1, 2024
- Submit reimbursement invoice within 30 days of end of training
When does it close?
Application deadline: October 13, 2023.
Applications will be reviewed, and grantees chosen: November 1, 2023.
Applications submitted after the deadline will be placed on a waitlist and evaluated if there is additional funding available.
