CARES Act Emergency Grants Funding

As our community continues with the health and economic implications of the COVID-19 crisis, nonprofits and small business throughout Jefferson County have sought to meet the sudden and emergency needs of our community. Continuing support for them will ensure that services are provided to support the health and well-being of our citizens. Therefore, Jefferson County is proud to announce the opportunity for both nonprofits and small businesses to apply for relief and receive funding, via the CARES Act, to address the COVID-19 emergency in Jefferson County.

Awards and Disbursement of Funds

Application reviewers will determine eligibility and grant amount. Awards will depend upon the number of applicants, availability of funds, and demonstrated need. Once funding decisions are made, applicants will receive a notification which will outline all terms and conditions of receiving the grant. Jefferson County reserves the right to offer awards different from the specified amount requested.

Recipient Reporting Requirement

Receipts must be submitted by December 15, 2020 for payments made with these funds. Recipient must make all necessary information available to confirm expenditures were eligible.

CARES Act Comprehensive Business Stability Award

In support of our business community, Jefferson County Government is offering a new grant opportunity for businesses within Jefferson County. The CARES Act Comprehensive Business Stability Award program will open on Thursday, October 8, 2020 and applications can be submitted through Thursday, October 15, 2020 at 6:00 p.m.

Nonprofit businesses are not eligible for this award and can apply for funding specifically for nonprofits found on the Jefferson County CARES Act website.

Our goal is to provide eligible businesses with financial reimbursement to stabilize operations for COVID-19-related expenses and stability needs incurred from March 1, 2020, to December 30, 2020. This is a stability application, and documentation will need to be submitted with a summary of all COVID-19-related expenses, stability needs and dollar amounts being awarded. Not all applicants will be approved, and submission requests do not guarantee approval. Each application will be thoroughly reviewed and if your application is chosen, you will be notified. Please do not call or email the office about the status of your application, this will only delay the response team from completing submission reviews.

Awards will depend upon the number of applicants, availability of funds and demonstrated need. Considerations will be based on loss of revenue due to COVID-19 impact compared with 2019 financial statements and costs. 

CARES Act Comprehensive Business Stability Funding

CARES Act stability funding will be determined based on proof of how the COVID-19 Public Health Emergency has impacted your business. This may include:

  • Documented lost revenue directly related to COVID-19.
  • Contractual obligation for your business - operating cost impact:
    • Business insurance
    • Internet
    • Phone
    • Rent or mortgage
    • Contracts or other equipment rental
    • Other recurring obligations
  • Marketing:
    • Branding
    • Digital marketing 
    • Website 
    • Print advertising
  • Other professional services
    • Professional memberships
    • Education and training
    • Technology upgrades
    • Legal and financial services
    • Subscription or service agreements
    • Credit card and point of sale systems

Award funds may not be used to pay Jefferson County real property taxes. Due to the rules of the Federal funds, the county cannot supply other entities with funds to cover taxes that would be received by the county for revenue. The CARES Act prohibits the use of grant funds to replace county revenues. Requests for funding to offset property taxes will be denied.

Once funding decisions are made, successful applicants will receive an award notification which will outline the terms and conditions to receive funding.

Due to the expected significant volume of applications, please allow for a few weeks for CARES Act team to provide you with a notification on your application.

Who can apply? (must meet all conditions)

  • Businesses that have a physical location within Jefferson County
  • Businesses that have been operating at least since October 1, 2019
  • Businesses registered and in good standing with the Colorado Secretary of State
  • Businesses that have been forced to temporarily close or dramatically limit operations due to the COVID-19 Public Health emergency

Applicants will be required to submit/show:

  • A copy of the most recent IRS Tax filing for business (ensure not password protected)
  • Completed and signed W-9 form
  • Operating statements for March 1-August 31, 2019 and 2020
  • Completed CARES Act Business Stability Assessment Worksheet (supplied here)
