The Bicycle Plan was adopted by the Jefferson County Planning Commission in June 2012. The plan was designed to serve as the blueprint for making improvements to the unincorporated Jefferson County bicycle network with the goal of enhancing the multimodal transportation system through the implementation of safe and convenient on-street and off-street facilities.
Since the adoption of the Bicycle Plan in 2012, industry standards and best practices have changed significantly, and the existing Bike Plan has become outdated. Also, the need and desire for greater mobility options by residents and visitors has increased, especially since the COVID-19 pandemic crisis. To accommodate for these changes, Jefferson County Transportation and Engineering pursued and was awarded a Transportation Improvement Program Grant to update the county’s bike plan, and selected Toole Design Group to lead the project. As the Bicycle Plan update progresses, major milestones and opportunities for public engagement will be posted here.

The Bicycle Plan is anticipated to be completed by early 2022 and will go to the Planning Commission for adoption in April. Important project stages are highlighted below.

Previous Opportunities:
The county announced the updated Bicycle Plan was made publicly available on March 23. There were several opportunities for engagement between march 23 and April 18 that were designed to allowed those interested to select engagement opportunities based on the amount of time they were willing to contribute. These opportunities are described below.
Virtual Open House Meetings (Second Phase)

Two virtual open house meetings were held on March 29 and April 14. A recording of the first open house can be viewed below.
Meeting Dates:
Tuesday, March 29, 5:30 p.m. to 7:00 p.m.
Thursday, April 14, 7:00 p.m. to 8:30 p.m.

Office Hours
Up to 60 Minutes
Project managers Yelena Onnen and Christina Lane were available to meet virtually each Wednesday from March 30 to April 13 between 12:00 p.m. and 1:00 p.m. Those interested could enter the Zoom call at any time during the one-hour period to ask questions or provide feedback.
Survey and Interactive Map

A survey and interactive map were provided to allow those interested in providing quick and easy feedback.
Request a Copy of the Bicycle Plan
Individual Timeframe.
Those interested were able to request access to an editable copy of the Bicycle Plan to provide detailed feedback on sections of the plan.
