Every on-site wastewater treatment system (OWTS) is a potential source of groundwater pollution. The OWTS Use Permit Program (PDF) will assure that it operates properly before being passed on to a new owner. Prior to the sale of properties with on-site wastewater treatment (septic) systems, owners must have those systems inspected and obtain a use permit from the department. This applies to systems that were installed more than 5 years prior to the sale date.
